The Russell Commission
In 2004 Susan Stroud, Executive Director of
ICP, served as an Expert Adviser to
the Russell Commission. The Russell
Commission was launched on May 17,
2004 by David Blunkett, UK Home Secretary, and
Gordon Brown, Chancellor
of the Exchequer, to investigate the
feasibility of implementing a
national youth volunteering program in
England. The commission,
chaired by Ian Russell, Chief Executive of
ScottishPower, examined
other national youth volunteering strategies,
such as AmeriCorps, as
possible models. As a result of the
commission's work, British government committed
£150 million to create a new charity, V (www.wearev.org
) with the goal of engaging 1 million young
people in service in its first year.
