Susan Stroud, Executive Director

Susan is the founder and Executive Director of Innovations in Civic Participation. One of the White House architects of the National and Community Trust Act of 1993, she served in senior positions at the Corporation for National and Community Service to implement AmeriCorps and Learn and Serve America. Previously, she was the founding director of Campus Compact, a national coalition of university presidents, and the Swearer Center for Public Service at Brown University. Susan worked in several countries while consulting to the Ford Foundation, most notably helping to create a network of university-based programs in South Africa and various service initiatives in Russia and Mexico. Susan is the founding president of the International Council on National Youth Policy and a senior fellow of the University College of Citizenship and Public Service at Tufts University.

Jean Manney, Program Associate

As ICP's Program Associate, Jean oversees the planning and implementation of a wide range of activities related to youth service, including helping to design effective policies and programs and expanding the global service network. Previously, Jean completed the International Partnership for Service-Learning’s graduate program and received her M.A. in International Service from Roehampton University in London, England.  Through the program, she studied at the Universidad Autónoma de Guadalajara, volunteered with a youth empowerment organization in Guadalajara, Mexico and interned with Voluntary Service Overseas (VSO) in London, where she conducted research for her Master’s dissertation on global citizenship and innovations in volunteering.  Jean served for two years as an AmeriCorps*VISTA with Massachusetts Campus Compact, through which she developed campus-community partnerships and facilitated service-learning placements at Simmons College in Boston, MA.  She also coordinated the community-based learning credit program at Georgetown University’s Center for Social Justice.  Her B.A. is in International Relations and Spanish from Tufts University. 

Kelly Fox, Office Manager

Kelly assists in the development and implementation of ICP’s projects and serves as the main point of contact for the ICP office. Additionally she manages the ICP newsletter and website. Kelly comes to ICP after a semester studying Spanish in Argentina and Chile through Escuelas y Centros En Latinamérica. Previously, she was Biology Coordinator for the Division of Biology and Medicine at Brown University. Kelly received her B.A. in Sociology from Brown University in 2005.

Elizabeth Babcock, Talloires Network Coordinator

As the Talloires Network Coordinator, Elizabeth supports member universities and the governing body of the network through regular outreach, information-sharing and strategic planning. Elizabeth also maintains the Talloires website and works on expanding and strengthening network initiatives for member universities. Previously, she was the Executive Director of the Civic Knowledge Project at the University of Chicago, working to increase quality educational and cultural programming and knowledge exchange between the university and its neighboring communities. In this position, she worked on a MacArthur funded mapping project of community cultural organizations, leading to the creation of a new university-based support network for these organizations. Elizabeth holds an M.A. in Latin American Studies from the University of Chicago and a B.A. in Anthropology from the University of Florida. She has traveled extensively in Mexico, Peru, Chile, Argentina and England.

Alex Etra, Service Fellow

Alex is one of two 2007-2008 ICP Service Fellows. Service Fellows provide administrative and program support for ICP staff while gaining substantive work experience in the non-profit sector and further developing their leadership potential. Before joining ICP Alex held a visiting research fellowship at the SAPRA India Foundation, a New Delhi-based Indian think-tank that focuses on South Asian regional security. In 2006 Alex graduated from Lewis & Clark College with a B.A. in International Affairs and a minor in Political Economy. During a semester of study in Washington D.C. in 2004, Alex was Reagan-Fascell intern at National Endowment for Democracy.
